UEFA U-21 Euro Final 2015: Marciniak (POL)

Szymon Marciniak was once a fiery young midfielder with Polish top-flight club Wisla Plock and was, in his own words, "a difficult player to referee". Times have certainly changed for the 34-year-old poacher-turned-gamekeeper, who on Tuesday will have his first taste of a European final when refereeing the U21 EURO final between Sweden and Portugal. It is an honour that represents another rung on the ladder for Marciniak, who officiated the 2014 Polish Cup final before receiving his first taste of the UEFA Champions League in the season just gone. He sat down with UEFA.com to discuss his transformation from "crazy" footballer to highly promising young referee.
- UEFA.com: How does it help you having been a footballer yourself?
- Szymon Marciniak: It helps being a former player, for sure. I was a leader, playing in central midfield, and was a crazy player to be honest. If you'd asked me many years ago if I'd like to become a referee, I'd have replied: 'Absolutely not'. I was a difficult player to referee. This makes it much easier for me now to have good relationships with troublemakers on the pitch because I was the same. It helps me know what I should say or do in some situations – sometimes I just do nothing because I know a player's frustration can be so high it is better not to say anything and then after a short while make a joke or say something funny.
- UEFA.com: How did you become a referee?
- Marciniak: I started refereeing in 2002. At the beginning I was still a player, in the fourth division, but I knew it would be very difficult to achieve success as a big player. I got promoted very quickly as a referee because they had a special pathway for former players – a lot of referees had retired and they needed young referees so it was a big chance for me.
- UEFA.com: What were your first steps as an international referee?
- Marciniak: My career started with the UEFA CORE [Centre of Refereeing Excellence] training programme. One referee from Poland got invited and fortunately it was me. This was the most important thing for me, working with David Elleray – he has been the most important person for my career so far and we are still in contact now. When I started with CORE, I thought I could referee but when you go to a UEFA competition it is a totally different world.
- UEFA.com: You began this season with your first taste of the UEFA Champions League and are ending it with a first European final. How do you reflect on your progress?
- Marciniak: When I said many years ago that I would referee a World Cup final, a lot of referees laughed at me but last year I had my Champions League debut at Juventus-Malmö and people said, 'Maybe he wasn't joking'. This year has been brilliant – my debut in the Champions League is a game I will always remember. It was such a huge experience and I had three in total in the Champions League as well as four in the Europa League. Now I've got an U21 final, which is a huge step. This year is really important but we have to remember that next year is another great tournament – every referee dreams of going to Euro 2016 in France and it's also my target.
- UEFA.com: How have you found this experience at the U21 Euro?
- Marciniak: These international games have something special; every one gives us more experience. The refereeing in this tournament so far has been very good – nobody has spoken about the referees so that means it must have been good. I've not had any difficulties, I've just enjoyed it, used my experience and it's worked.
- UEFA.com: And how did you feel to be selected for this match?
- Marciniak: I was proud of myself and my team – it is not just me, we are strong as a team. We support each other a lot and this is something I have to stress.
- UEFA.com: Finally, there aren't many referees who've done both the opening match and the final, are there?
- Marciniak: I know one referee who did it. It was Paweł Raczkowski who is our first additional referee here and who refereed the U17s final tournament last month. He opened the tournament and he finished it. We were joking that because of him I would not be getting the final but it's great to start and finish like this because it happens so rarely. Teixeira Vitienes brothers relegated and retire from officiating

Spanish football referees Fernando Teixeira Vitienes (photo) and Jose Teixeira Vitienes have both been relegated from the Primera Division and, as a result, have chosen to retire from officiating altogether.
The embattled officiating duo, like many referees, have come under fire from the clubs and fans multiple times throughout their careers and, as is customary in Spanish football, referees, like clubs, also get relegated and the Teixeira Vitienes brothers have suffered the same fate as Cordoba, Elche and Almeria according to Radio Cope. However, in the case of the Teixeira Vitienes, the relegation was not the cause for their retirement as many would expect, the true reason for their retirement is that officials aged 45 or older can no longer be promoted back to the Primera Division and thus, fall down each tier of Spanish football until they end up at the base level. As Jose (ex-Primera referee) will be 45 on the 18th July and Fernando (ex-FIFA referee) will be 44 on the 28th July, they will no longer have the opportunity to be “promoted” again. The Santander-born duo, as is normal with Primera and international referees, will likely join the Spanish Referees Committee or take another administrative position.

Two-year suspension for tearing up the referee’s notebook

Six days after getting suspended three MLS matches for tearing up the referee's notebook during a U.S. Open Cup match against the Portland Timbers, Seattle Sounders forward Clint Dempsey was suspended from the U.S. Open Cup competition for either six matches or two years.
Passion has characterized Clint Dempsey’s soccer career but it boiled over into farce Tuesday night. Dempsey was shown a red card for snatching the referee’s notebook and tearing it up in the Seattle Sounders’ loss to rivals Portland Timbers in the fourth round of the U.S. Open Cup. Teammates restrained Dempsey following the red card, and he sarcastically applauded the referee’s assistant as he left the field, according to the BBC. Dempsey initially was fuming after referee Daniel Radford dismissed Seattle’s Michael Ariza. Radford already had sent off Brad Evans, and Obafemi Martins was stretchered off the field in extra time with an apparent groin injury. Ariza’s exit reduced Seattle to eight players. Dempsey’s initial fury earned him a yellow card. His entry into the referee’s notebook earned him a red, and made Seattle finish the game with seven players. The U.S. Open Cup Adjudication and Discipline Panel announced that he would also be fined. The U.S. Soccer Federation could ban Dempsey for a long time.

FIFA referee Amarilla suspended over Grondona claims

Three Paraguayan referees were suspended after being implicated in a corruption scandal following the emergence of recorded conversations featuring the late Argentinian football godfather Julio Grondona.
Carlos Amarilla (photo), Rodney Aquino and Carlos Caceres were suspended by the Paraguayan Football Association (APF) after the release of the Grondona tapes in Argentina on Sunday. Former FIFA vice-president Grondona, who died in 2014 aged 82, was regarded as one of the most powerful figures in South American football until his death last year. However, he was repeatedly linked to corruption allegations during his 35-year reign over Argentine football. Conversations published on Sunday by Canal America TV in Argentina appeared to confirm Grondona's role in corruption, pointing to his involvement in match-fixing, rigging schedules and refereeing appointments. In one of the recordings, Grondona appears to be discussing a 2013 Copa Libertadores match between Argentine giants Boca Juniors and Brazilian team Corinthians which was overseen by referee Amarilla. "It turned out well in the end. Nobody wanted this crazy bastard, and the guy who gave Boca the best support it had last year was (referee Carlos) Amarilla," Grondona is heard to say before bursting into laughter. Paraguyan media linked the comment to the 2013 match, in which Boca defeated Corinthians 1-0 in controversial circumstances, with Amarilla disallowing two goals scored by the beaten Brazilian club. Grondona was speaking to Abel Gnecco, an Argentine official on the CONMEBOL Referees Committee.
In response to his suspension, Amarilla denied any wrongdoing, saying his accusers were "killing football": "I am surprised by this news, but I am the first to seek clarification," Amarilla said. "Football is a sport where you make mistakes. Referees are humans".
Other Grondona conversations involve Argentine sports marketing executive Alejandro Burzaco, who is currently in Italy facing extradition to the United States after being embroiled in the FIFA corruption scandal.

Referee Osses insulted by Neymar in tunnel outburst

Neymar will play no further part in Brazil's Copa America campaign after he was banned for four matches. The Barcelona forward was sent off after the final whistle of Brazil's defeat by Colombia in Santiago on Wednesday. He was initially suspended for one match but the South American football confederation have decided to extend the ban and impose a $10,000 fine. 
Neymar received his second booking of the tournament for attempting to score with his hand against Colombia. He was then sent off for kicking the ball at Pablo Armero and aiming a headbutt at Jeison Murillo. It was also revealed that Neymar verbally abused Chilean referee Enrique Osses after waiting for him in the tunnel. According to the official's report, Neymar said: "You want to make yourself famous at my expense, you son of a bitch”. Neymar will now face a four-match Copa America band, ruling him out for the reminder of the tournament.
Aberto Lozada, a member of the CONMEBOL Disciplinary Committee, said: "Based on what the report says, it was premeditated, waiting for the referee in the tunnel and insulting him. His punishment could have been harsher. He got off lightly".

Ri Hyang Ok: from World Cup player to World Cup referee

Ri Hyang Ok used to play (number 19) for the North Korean national team as a midfielder/playmaker. She participated in two FIFA World Cups (1999 and 2003) and two AFC Asian Cups (2001 and 2003), where she became Asian champion with North Korea.
Ri Hyang Ok is the only player in the North Korean team who played all 90 minutes in all their World Cup matches. In the last match of her career, Hyang Ok scored two goals. It was the game for third place in the missed Olympic qualification 2004. North Korea eventually won 5-1 against the South Koreans, but the result was not enough and Japan qualified to the Olympic Games. That changed the course of her career: the dream of Athens 2004 has been burst, Ri Hyang Ok, as a number of other North Korean players retired. She started to learn English at the Pyongyang University of Foreign Languages and is now one of the four FIFA referees from North Korea, being selected for the FIFA Women’s World Cup 2015 in Canada.
Her former team-mate, Re Mi Ae, said about the midfielder to be the "beauty of their team" and that all men were crazy about her. A year later, she got married with a functionary in the sports sector. Ri still remembers that her desire to be a footballer was met by massive resistance from her parents. Today, they apologized for it and Hyang Ok is proud that she has embarked on a very successful pathway.

Webb: “Amazing things are possible”

At the FIFA U-20 World Cup, the focus is always on unearthing the next Maradona or Messi. And so it should be. However, while this central aim is both understandable and laudable, this tournament's reputation for developing the stars of tomorrow does not begin and end with its players. Howard Webb knows that only too well. In 2010, the Englishman took charge of the biggest game of all, refereeing a FIFA World Cup Final that ended with Iker Casillas lifting a trophy secured by Andres Iniesta's decisive extra time goal. Both those players are graduates of the U-20 World Cup, and so too is Webb. That they should have progressed to share the beautiful game's ultimate stage is, he believes, is no accident. Now Webb is back at FIFA's youth showpiece, only this time as a teacher rather than as a pupil. Having retired from active officiating last year, the 43-year-old is in New Zealand on his first assignment as a FIFA referee instructor, and is relishing the challenge. In an exclusive interview, the esteemed former referee spoke to FIFA.com about the transition to his new role, the importance of the U-20 World Cup in developing young officials and the recent innovations in the rules they enforce.
- FIFA.com: Howard, tell us about your role as referee instructor at the U-20 World Cup.
- Howard Webb: Well, as you know, I retired from active officiating last year at the World Cup in Brazil. But before leaving that tournament I was approached by Massimo Busacca, the head of FIFA's refereeing department. He told me that he'd like me to stay involved and that, if I was set on retiring, he was keen to utilise my experience as an instructor. I jumped at that chance. I became a qualified FIFA referee instructor in the early part of this year, and I'm thoroughly enjoying it. It's wonderful for me still to be involved because, looking back on my career, the real highlights were always these FIFA tournaments. I was lucky enough to go to six of them - two World Cups, two Confederations Cups, a U-20 World Cup and a U-17 World Cup - and I loved all of them. So to have the chance to come along here and pass on my experience to these younger, developing referees has been fantastic, and a great honour. Make no mistake though: I'm still learning when it comes to this role. Even though I was a high-profile referee at the top level for many years, I'm still learning my skills as an instructor. I'm watching the more experienced guys here - guys who've been around this role for a long time, honing their skills - and I'm learning as I go.
- Do you feel that the young referees are responding well to you?
- I do, and I like to think that I've had a positive influence here. I think they appreciate too that I'm only recently off the pitch. I certainly hope they've enjoyed having me around and listening to my experiences. I've definitely learned a lot, and I very much hope it's not the last time I'm involved in one of these tournaments with FIFA.
- Some footballers find the move into coaching very natural, whereas others immediately find that they are lost without the thrill of playing. Is it similar for referees? And do you miss being out there on the field?
- I'll be honest: I found it harder to adjust than I had expected it would be. That said, I've no regrets - I still think it was the right time to finish. But it gives you such a buzz being out there in the middle of great football occasions, with the responsibility of controlling them. When those kind of games go well, it does give you a big high, and replacing that isn't easy. But being involved here goes some way towards doing that because I get a genuine thrill from being on the training ground with these young officials and talking through match situations in the classroom. The big emphasis, the big focus, is consistency. We have 21 referee teams from around the world here and the idea is that, no matter where you're from, you should approach the games in the same way. And I must say that seeing the manner in which they've taken on board the messages, and also seeing the level of officiating they've achieved, has given me a real buzz. It's not quite the same as being out there yourself, but it's the next best thing.
- You mention the level of officiating at this tournament, and there has been praise for that in the media here, which is fairly unusual to see. That must be of great satisfaction to everyone involved.
- It's been good to see. Credit for that goes to the players and team management too. Every one of the 24 teams had a visit from one of the referee instructors before the tournament, going through topical issues and areas where the referees have been instructed to be tough on. They took on those messages really well. But the referees also deserve great credit and I've heard the praise on TV myself. We make sure to pass that on to the guys because it's always nice in any profession to know that your good work is being recognised.
- How important are tournaments like this for developing the next batch of top-level referees?
- Hugely important. This competition is often seen as the tournament of future football stars, but I know from my experiences that it's also the tournament of future top referees. Many of the players on show here will feature at the next couple of World Cups and the same applies to the match officials. For almost every one of them, this has been their first FIFA tournament and it's a different experience, being away from home for four weeks, living with the referee team and being surrounded by the tournament day in, day out. It takes some getting used to, but this will be massively valuable for their development. Speaking personally, I was involved in the U-20 World Cup in Canada in 2007 and three years later there I was, refereeing the World Cup Final in South Africa. So I've said to the guys: 'Amazing things are possible'. Who knows which of them will be refereeing the biggest games in 2018 and 2022? If they can keep their feet on the ground, and continue learning and developing, the sky's the limit.
- You mention Canada 2007. What are your memories of that experience?
- I have to be honest and say it wasn't until I got there that I realised what a big event the U-20 World Cup is. I remember being taken aback by the quality, the intensity and just the whole experience of being away for four weeks, taking charge of games involving the likes of Arturo Vidal, Alexis Sanchez and Sergio Aguero. I was lucky enough to have five games there, including a semi-final, and I'm sure the officials here will find the same as I did: that it's a springboard towards future success. It gets them into the tournament way of thinking in terms of the key messages we're giving them and managing a game involving two teams from completely different parts of the world. It's something we as referees are not exposed to on a week-to-week basis and it's a great learning experience and step forward in your development.
- The game is always evolving and there have been fairly recent developments in officiating, with the adoption of goal-line technology and the use of the vanishing spray. What have you made of these innovations?
- When the vanishing spray was first brought in ahead of the World Cup, I must admit that I was really doubtful. I thought, 'Do I really need this?' But it became very quickly apparent to me that it added to the game in a positive way, that players responded well to having a defined line, and that it helped our management of free-kick situations. It has undoubtedly been a success. As for goal-line technology, that too has been an overwhelming triumph. Speak to any referee and they'll tell you that it makes their life easier. Logistically and financially, there's an understanding it can't be used everywhere. But it's been a positive addition and I'm sure it is now there to stay at future World Cups. Other technological additions are always debated but it's a difficult one to achieve without changing the basic way the game is played. Anything that makes us more accurate, we as referees would gladly look at. But we have to be careful and remember that the game is very successful in its current format. Any future changes should always be made with the aim of maintaining the basic fabric of football as a high-tempo spectacle.
